Decision No. 21 of 2024 Regarding the Regulation of Ports
Council of Ministers,
After reviewing:
- The Constitutional Declaration issued on August 3, 2011, and its amendments.
- The Libyan Political Agreement signed on December 17, 2015.
- The outcomes of the Libyan Political Dialogue Forum held on November 9, 2020.
- The Law on the State Financial System and the Budget, Accounts, and Stores Regulations.
- Law No. 12 of 2010 on Labor Relations and its Executive Regulations.
- The decision of the House of Representatives in its session held on March 10, 2021, in Sirte, granting confidence to the Government of National Unity.
- Decision No. 98 of 2023 issued by the Prime Minister on the formation of a committee and defining its tasks.
- Letter No. 6029 dated July 10, 2023, from the Director of the Office of the Minister of Interior in charge.
- Letter No. 26603 dated December 28, 2023, from the Director General of the Administration of the Council of Ministers.
- The decision of the Council of Ministers at its tenth regular meeting in 2023.
Decided:
Article 1
The presence of security agencies at land, sea, and air ports shall be limited to the following bodies only:
- Passport, Nationality, and Foreigners Affairs Authority.
- General Directorate of Ports Security – Ministry of Interior.
- Customs Authority.
- Internal Security Agency.
- General Intelligence Agency.
- Military Intelligence Directorate (Military Ceremonies Directorate – Military Police Directorate)
- National Safety Authority.
- General Protocol Administration.
Article 2
Without prejudice to the provisions of Article 1 of this Decision, all powers and authorities granted to any security or administrative body or agency that permits its presence within the ports shall be canceled, as well as all assignments issued in this regard.
Article 3
The Director of Ports Administration shall be responsible for determining the number of personnel belonging to the bodies referred to in Article 1 according to the volume of work and tasks assigned to them through the security permits that he is authorized to grant.
Article 4
This decision shall be effective by the date of its issuance, and it shall be implemented by the competent authorities.
