- The decision of the Presidential Council No. 15 of 2021 regarding the adoption of the organizational structure and regulation of the administrative body in the office of the Presidential Council.
- What was approved in the 13th meeting of the Presidential Council for the year 2023.
- Public interest and the necessities of the stage.

Article 1
The provisions of this decision are temporary provisions aimed at adopting financial arrangements, following up on government spending and ensuring its fair distribution, in light of the exceptional circumstances of the state.
Article 2
Pursuant to the provisions of this decision, a supreme financial committee is formed under the chairmanship of the President of the Presidential Council and the membership of the following gentlemen:-

- Reda Amhmed Gargab – Member
- Hatem Ali Miftah Hasan – Member
- Ahmed Abdullah Al-Mortada – Member

- Mar'i Miftah Al-Bar'asi – Member
- Mustafa Mohammed Al-Mana' – Member
- Fakher Miftah Boufrna – Member

Article 3
The committee formed under the provisions of Article 2 of this decision is responsible for the following tasks:
- Approving the directions of the state's public expenditure, and spending categories according to the principle of financial prudence and fair distribution.
- Monitoring the state's general revenues to verify their integrity and efficiency of collection in accordance with the applicable systems.
- Monitoring the integrity and efficiency of government spending in accordance with the outputs of the committee.
- Using international and local competent institutions for financial development, policy-making and enhancing transparency.
Article 4
The committee is committed to achieving the following in order to accomplish its assigned tasks:
- Achieving the principle of financial prudence.
- Enhancing the principle of transparency and disclosure in the two aspects of the state's public finance – revenues and expenditures.
- Neutralizing public money from political conflict and creating a financial environment suitable for conducting elections.
- Ensuring the principle of fair distribution of the state's sovereign resources during the transitional political phase.
Article 5
The committee sets its work system and meeting mechanism at its first meeting.
Article 6
The committee makes its decisions regarding its assigned tasks by a two-thirds majority of its members.
Article 7
Any spending or allocation of funds that is done in violation of the provisions of this decision is considered an attack on public money and exposes the perpetrator to legal accountability.
Article 8
This decision is effective from the date of its issuance, and the concerned parties must implement it.
