Decision No. 321 of 2024 Concerning the Permission to Tender a Project in a Limited Bid

Minister of Transport,

After reviewing:

• The statement of the victory of the February 17 Revolution issued in 2011.
• The temporary constitutional declaration and its amendments.
• The political agreement signed on December 17, 2015.
• The outcomes of the Libyan Political Dialogue Forum held on November 9, 2020.
• The State Financial System Law and the Budget and Accounts Regulations and their amendments.
• Law No. 12 of 2010 issuing the Labor Relations Law and its executive regulations.
• The House of Representatives Decision No. 1 of 2021 regarding the granting of confidence to the National Unity Government.
• The former Committee Decision No. 563 of 2007 regarding the issuance of the Administrative Contracts Regulations.
• The Council of Ministers Decision No. 251 of 2022 regarding the approval of the organizational structure and determination of the competencies of the Ministry of Transport and the organization of its administrative body.
• The Minister of Transport's Decision No. 536 of 2022 regarding the approval of the internal organization of the Ministry of Transport's Office.
• The letter from the Mayor of the Municipality of Kikla No. 106 184 dated 2024/03/10.
• And the requirements of public interest.

Decides:

Article 1

The Transportation Projects Implementation Authority is authorized to launch the urgent project for the construction of an airstrip and its annexes in the Municipality of Kikla through a limited tender among a number of specialized companies, provided that the procedures are taken in accordance with the Administrative Contracts Regulations.

Article 2

This decision shall be effective from the date of its issuance and the competent authorities shall implement it.
