Decision No. 280 of 2024 Concerning the Approval of the State of Libya Accession to the Establishing Agreement of the African Export-Import Bank

Decision No. 280 of 2024 approves Libya's accession to the African Export-Import Bank, effective June 13, 2024.

Council of Ministers,

After reviewing:

• The Constitutional Declaration issued on August 3, 2011, and its amendments.
• The Libyan Political Agreement signed on December 17, 2015.
• The outcomes of the Libyan Political Dialogue Forum held on November 9, 2020.
• The State Financial System Law and the Budget, Accounts, and Stores Regulations and their amendments.
• Law No. 12 of 2010 on the issuance of the Labor Relations Law and its executive regulations.
• Law No. 23 of 2010 on commercial activity and the executive regulations issued pursuant to it.
• The decision of the House of Representatives in its session held on March 10, 2021, in the city of Sirte, regarding the granting of confidence to the Government of National Unity.
• The letter of the Minister of Finance No. 352 dated May 13, 2024.
• The decision of the Council of Ministers in its second regular meeting of 2024.
• The letter of the Acting Director General of the Council of Ministers Affairs Administration No. 10403 dated June 11, 2024.

Decides:

Article 1

Libya's accession to the Agreement Establishing the African Export-Import Bank is approved.

Article 2

The Ministry of Finance shall undertake the procedures for registering membership, issuing the acceptance letter of the agreement's terms, and depositing the documents in accordance with the bank's regulations and systems. It shall subscribe to a total of one hundred shares for contribution as stated in the aforementioned letter of the Minister of Finance and the procedures followed in this regard.

Article 3

This decision shall be effective from the date of its issuance, and the competent authorities shall implement it.
