Announcement Regarding the Regularization of Foreign Workers' Status

Based on Cabinet Decision No. 799 of 2024 concerning the regularization of foreign workers residing in the country,

The Ministry of Labor and Rehabilitation announces to all foreign workers who entered Libya through official entry points by December 31, 2024, the commencement of procedures for regularizing their legal status, as follows:

  1. Registration on the “Wafed Digital Platform” via the online portal: wafed.gov.ly.
  2. Signing an Employment Contract between the worker and the employer by Labor Relations Law No. (12) of 2010 and its executive regulations. The contract must be authenticated by the Employment Administration, one of the specialized employment offices, or one of the labor and rehabilitation offices in the municipalities within the worker’s and employer’s residence area.
  3. Obtaining a Health Certificate confirming the absence of any diseases issued by the National Center for Disease Control.

The Ministry of Labor and Rehabilitation urges all foreign workers and relevant employers to expedite the regularization of their legal status within 60 days from the date of this announcement. Strict legal measures will be enforced against violators by applicable laws and regulations.

This announcement is effective as of: February 12, 2025.
